This paper evaluates the popular trend in development to adhere to a participatory watershed approach, which is viewed as providing an effective holistic methodology for addressing development. The author discusses the benefits of this approach, but also examines the potential problems in the theory and application of this approach. The viability of combining participation with watershed scale programs is assessed, as are the needed changes to avoid the pitfalls and enhance success.
