In an effort to evaluate Eastern European countries’ transition to market economies this project evaluated the viability of using a ”land privatization index” (LPI) to help policy makers and international development agencies monitor transitions. Researchers worked in Albania, Azerbaijan, Belarus, Georgia, Lithuania, Moldova, and Russia.
